The St. Johns River Water Management District (District) gives notice of receipt of the following Individual Consumptive Use Permit (CUP) permit application(s):
Wekiva Falls RV Resort LLC, Ste 1108, 302 Knights Run Ave, Tampa, FL 33602-5987 Consumptive Use Permit application #2742-11, received 10/1/2018. The applicant proposes to modify the existing permit to withdraw up to 0.098 million gallons per day (mgd) of groundwater for public supply and landscape irrigation type use and 6.03 mgd of groundwater for commercial/industrial type use to maintain water quality within the Wekiva Falls RV Resort's bathing place amenity and extend the permit duration through November 13, 2038. The withdrawals used by this proposed project will consist of groundwater from FAS - Upper Floridan Aquifer via 2 active wells in Lake County, located in Section: 33, Township: 19 South, Range: 29 East, known as Wekiva Falls RV Resort, LLC.

The District issues two types of Individual consumptive use permits (CUPs) – staff-issued CUPs (where the proposed consumptive use does not exceed 500,000 gallons per day on an average annual basis), and Governing Board-issued CUPs (where the proposed consumptive use exceeds 500,000 gallons per day on an average annual basis or the District receives a timely substantial objection). Decisions on applications for a staff-issued Individual CUP will be made at the District's service center where the application is processed, unless the application is upgraded to an application for a Governing Board-issued Individual CUP as explained below, in which event the Governing Board will consider the application at a noticed Board meeting. The Governing Board normally meets on the second Tuesday of the month.
A substantial objection to an application for a staff-issued Individual CUP must be made in writing and filed with (received by) the Director, Office of Business and Administrative Services, P.O. Box 1429, Palatka, FL 32178-1429, or by e-mail at applicationsupport@sjrwmd.com, within 14 days of notification of the application. Please include either the Permit Application Number or the Project Name in the objection. Notification of the application is either the fifth day after the date on which the written notice is deposited in the U.S. mail (for those persons who receive actual notice by U.S. mail), the date on which the notice is e-mailed (for those persons who receive actual notice by e-mail), or the date the notice is published in the newspaper (if actual notice is not provided by U.S. mail or e-mail). A "substantial objection" means a written statement directed to the District that identifies the objector, concerns hydrologic or environmental impacts of the proposed consumptive use, and relates to applicable rule criteria. A timely substantial objection will cause an application for a staff-issued Individual CUP to be considered an application for a Governing Board-issued Individual CUP. If the District receives a timely substantial objection from you, then you will receive written notice of the District's intended decision on the permit application.
Decisions on applications for a Governing Board-issued Individual CUP will be made by the District's Governing Board. Notice of Intended District Decision will be provided to persons who have requested individual notice.
A request for individual Notice of Intended District Decision on an application for a Governing Board-issued Individual CUP must be received by the Director, Office of Business and Administrative Services, prior to the date the Notice of Intended District Decision is generated. For those applications, you are advised to notify the District within 14 days of notification of the application if you have questions, objections, comments or information regarding the proposed consumptive use. If you make a written request to the District for additional information regarding a specific permit application, you will be provided an opportunity to obtain the available information.
